The classical version of 2 takes the value of 0 when the independent variable explains none of the variance in the dependent variable, and it takes the value of 1 when the independent variable in question explains all of the variance in the dependent variable. Some methodologists believe that effect sizes with confidence intervals should always be reported and that statistical hypothesis tests should be abandoned altogether; see Cumming (2012) and Kline (2013).
